Disabled Band Reduction Scheme

The Disabled Band Reduction scheme aims to ensure that disabled people do not pay more Council Tax because they live in a larger property than they would have needed if they were not disabled. Having a disability does not automatically entitle you to a reduction.

'Disabled person' in this context means a person who is substantially and permanently disabled. The disabled person can be either an adult or a child and does not have to be responsible for paying the Council Tax bill.

The requirements for a reduction are that the property must be the main residence of at least one disabled person, and one or more of the circumstances which follow are essential, or of major importance, to the well-being of the person who is disabled.

  • An additional bathroom or kitchen (not the only bathroom or kitchen) required to meet the needs of the disabled person.
  • A room, other than a bathroom, kitchen or toilet, the use of which is essential or of major importance to the well-being of the disabled person, and mainly used by them.
  • Extra space inside the property, which would not otherwise be needed, to allow for the use of a wheelchair. The use of a wheelchair indoors must be essential or of major importance to the disabled person's well-being.

You will be asked to provide documents which confirm the disabled resident's disability status. These could include a letter from an occupational therapist, social worker, doctor or another medical professional.

Although it is not a requirement for adaptations to have been made to the property to meet the disabled person's needs, if adaptations have been made you are requested to provide any invoices for work carried out, photographs of the building work or other supporting documents to help with your application.
